The dealer wants about 28K for it. They say it was built by Velocity Motorsports, and that it was Jerry Rice's they just don't have any documentation about if it was Rice's or not.

It probably isn't *that* badly overpriced. Blue Book value (not authoritative, but a good yard stick) is between $20-$23k, and he probably figures the (ahem) "enhancements" are worth a few grand over that.

However, not moving for 3 years probably means the dealer isn't serious about selling and prefers using it as a traffic builder/conversation piece or personal driver.
